One of the biggest results of the Covid-19 pandemic is the high desire for most seniors to avoid nursing homes. To do that, most need help accessing Home and Community Based Services (HCBS), which are often more difficult to enroll in and have highly restrictive Medicaid eligibility rules. With the Biden administration proposing to spend an additional $400 billion on HCBS care in the coming years, planners need to be aware of the complexities and opportunities around Medicaid home care. This introductory course will provide an overview of HCBS funding, the complexity of HCBS programs vis-à-vis nursing home Medicaid, and an overview of key eligibility issues and common pitfalls
